This type of crime happens more often than any of us would like to think. If you are employed, and pay taxes, you would like to think that the money used for social services actually goes to the needy, That however, is not always the case. There is always someone scamming the system, unfortunately, because they cannot possibly investigate every case ,due to high volume, especially now, when the economy is so bad, this crime usually goes unpunished.
