Changing board policy seems pointless. One, it ties the hands of the board should the need again arise to incentivize retirements. Two, board policy can always be changed by a simple vote and another incentive offered. The best solution may be to keep incentives as an option, but offer one rarely -- as is currently the practice. I don't think teachers are delaying their retirements because they think an incentive might be offered the following year. It doesn't seem to occur that often.
