Spears should be banned. They are too dangerous for someone to have. At the very least, they should be registered and require a background check. The same goes for knives and box cutters.

Arrested, and taken to a facility which clearly is not capable of dealing with these severe issues. Then you have to "act out" to be transferred to a proper care facility. Better give him his sword back so he can get proper care.
